spider webbing

When I look at my paint in direct sunlight, it appears to have small circular cracks that halo around the sun. A friend of mine told me this is called spider webbing and the only way to remove it is to sand and polish my paint job. The "spider webs" are visible when the sun reflects off of the paint, and I think it happens when street lights reflect at night. Are there any ways to fix this beside rubbing out my paint job?

What this actually is are micro-fine scratches in the suface of your paint/clearcoat. You can hide it with a glaze and wax, but the only two ways I know to remove them is a professional buffing, or as your friend suggested, a wet sand.
